ok so on the carb.. at the top where the throttle body screws on. the threads or stripped off on the carb itself for some reason.. is it possible to fix it or do i need to order a new carb?

Does not sound promising, I don't know of anyway of replacing threads that have been stripped off.

You will have to see if its the carb or the cap that is stripped. Most likely it's both. May be time to upgrade your carb.
until you can afford it you can jb weld it shut. then get ya a 28 or 30mm carb when you have the money. as long as you have the needle in the right clip, you really dont' have to remove the cap too often.
I would use 3bond to glue it on, just in case you need to take it off. I had same problem and brand new cap didn't help.
