650ml is like 3/4 of a quart but just measure it.
get some at a dealer 10/30 atf yamalube.ect i used this but 10/30 is recommended.
is there a yamaha dealer close by you?

if you drain it directly into empty bottle of oil you will be able to tell how much was in there:)
    funnel old bottle.
650ml is what it takes and 1 quart is 946ml..so less then 1 quart
can be oil of your choice just no friction modifiers...a dealer should help you....not family dollar lol

As to mixing the oil with your fuel, what oil did you use as there is 2 stroke oil and 2 stroke oil.

You should be mixing at 32:1 or better.

It must be oil designed for air cooled motorcycles, not weed whackers, chainsaws or outboard motors.

Is the oil injection system removed?

Your probably turning the air screw. The idle screw will be under the seat on top of the tors brick, if it still has tors

And that tube is not supposed to run there. It comes of the bottom to drain the float bowl, the orifices on each side is an overflow
