Will not rev and AIN'T TORS

I have a stock 1999. Was running fine and then this. It will not rev above about 2500 rpm.
All the electric and electronics measure perfectly. We have tried jets from 210 to 320. It is NOT carb.
The rotor is clean and working. Can the CDI measure good and still be a bad component? It is NOT going to be any of the simple troll fixes. Drop the exhaust, same issue. Good plug. Good compression. Any real thoughts?

Have you leak tested?
Have you checked reeds to make sure there are no cracks or broken pieces?
When you dropped the exhaust did you take a peak at the piston? Any broken pieces, scuffing, bad wear marks?
How do you know this is not TORS related, please explain.

you cannot test the cdi.
this is classic tors or bad reeds symptoms
have you unlugged the tors box under the hood ?
checked reeds for missing/cracked petals ?
