04 blaster does not rev up

Hi I have used your good info to test my system as it did not run. It's a 2004 blaster 200 tors is gone. The problem I have is it runs but won't rev up. If I had to guess it runs like a rev limiter.
Parts list is long new: piston and rings,all bearings and seals, carb,and other non relevant parts. Stator coils new from Rick's Motorsports. Leak down test 10psi for 15min no leak. I am now at my wits end and in need of help

Was it a fresh bore?
Ring end gap set?
How many pounds compression are you getting?
What carb is it?
How did you do the TORS delete?
What does spark look like?

Do you still have the OEM stator?
Why did you replace it?

Check that the exhaust doesn’t have a mouse nest in it

feels good but have not tested

What carb is it?
vm28
How did you do the TORS delete?

remove all of it per another article here.

What does spark look like?
Blue

Do you still have the OEM stator
Just pices
Why did you replace it?
found coil burnt during build

Check that the exhaust doesn’t have a mouse nest in it

What pipe and jetting do you have?

Is air filter clean ?

You sure flywheel key is good ?

I’m not totally familiar with delete on ‘03+ but IIRC there’s a wire that needs to be grounded. Did you do that ?

Pipe looks stock

Yes and oiled

Yes the yellow w black trace to ground.
