You need a piston for .040 over (67mm I believe). He is redrilling the cylinder to a larger size because the size down (Probably .030 over) is too beat up to use. By redrilling, you get a nice, fresh start.
Sorry to be a downer man... Actually there have been many people who report that by boring out their engine they could feel a power difference but I suspect that it much more to do with those tired, 10 year old rings that were in it before versus those fresh new ones after the bore job.
