i have a 1999 blaster that is all stock and could you race it like that? what would be the minimum of mods just to be able to race one?

In reality nearly any quad can be raced stock whether its MX or GNCC. It just all depends on how competitive you want to be and how well you want you're blaster to perform 
. Things like all your safety/riding gear and a tether kill switch would be you're absolute necessities. And of the best modifications to start with would be; Engine- a better pipe, port/polish, rechambered head. Suspension- 400ex rear shock (really cheep mod and a lot of bang for you're buck) better front shocks and convert to hydro brakes. There are so many other and better things to do beyond that but those will for sure get you going!
