how do you set the clip on the needle, and which way for leaner or richer?

For your application leave it on the centre clip.

In answer to your question , the lower the clip the richer the mix.

the middle clip even though its bored, polished,and has boyesen reeds and dg exhaust

do you mean polished or ported? very different! if you want you can richen up by one clip and see how it feels, do this by moving the little c-clip DOWN from the centre position. By doing this you are RAISING the needle.
