Quite easy answer, turn it one way the revs will increase, the other way they will decrease.

It may be broken inside the box, sometimes this has happened.

A very good reason to ditch the brick!

more than likely the tors brick threads are stripped.

time to order a tors delete kit with the carb mounted idle screw.........

I have a extra carb w/ tors..( I bought a parts blaster and have a few misc parts. ) what is a TORS anyway ?

TORS is the Throttle Override System. It's "purpose" is to kill the engine if your throttle is stuck wide open. Yet, it's defective, doesn't work. And it was the main cause of why my blaster wouldn't idle. So I got rid of it, Still have the brick, But not for long.
