Carb won't stop dumping after jetting

I bought a toomey exhuast off Craigslist and bought a 280 jet. Changed jet adjusted air mix, and changed needle clip.reinstalled.now it won't stop dumping fuel. If I disconnect the throttle body it stops I changed the jet back to oeibugal and changed the needle clip back to original. Still leaks. Any ideas? Just get carb rebuild kit??

Have you tried tightening the bowl drain screw? Maybe remove, inspect, and clean it.

Looks like the bowl is just filling and dumping from the drain. Like the floats are not closing . When I disconnect the throttle body it stops. Does the needle jet make a seal when it goes in? Maybe the floats got messed up? Not sure what's happening
