Moved the shock mounts??? He drilled two big holes threw the frame and used nuts and bolts to mount them.

Yuup. Very odd to most people. It's like a pipe with no silencer. The end part is the expansion chamber.

He has possibly fitted a extra powerful power band and needs the extra header length so that it will furl correctly when it is wound up.

Just imagine what back pressure will be produced.

Ya. He used one from a Banshee and you know there a lot longer because of the two cylinders on a Banshee.
