yes you would have to jet it and do a plug chop

all cylinders can be port and polished I would stay away from that cylinder you posted.. I would go with OEM and either port and polish your current cylinder or find another stock one

I have a sand blaster but it only fits smaller parts.. what grit should I use to sand down the frame?

it all really depends on your fabrication and welding ability. there really isn't any engine that's an easy swap. there have been a few yz250 swaps on here that involve modifying your swingarm and making all new mounts

your best option for the rear brakes is to contanct awk who is a member on here who modify a gxsr 1000 rear caliper to work on a blaster. im sure he will be commenting on here soon.. I had a set on my old blaster and you can stop on a dime as you would imagine
