how long do you have to let the filter dry? you can wash it with just a hose right? and is there a fast way to dry it and do you HAVE to have filter oil to do it?

Spray with the cleaner and wash it away with the hose. Takes two minutes to dry in the summer!
I hang it out to dry till it's completely dry, water repels oil so make sure its dry before you oil.

You can use gas or parts cleaner to clean the filter. It does require foam filter oil. This is what traps the dirt on the outside of the filter.
