Carb top gasket??

Wondering where the correct placement of this gasket goes on the stock Mikuni carb TOP. Right now it's between the carb body and broken top.

Is this the right one or should it be an o-ring as pictured in the manual?

Btw im going to be ordering a TORs eliminator, do I need a gasket or anything for that?

Also is the broken top in the pics a possible air leak? as well as the top in general? Thanks for any help.

The aftermarket Tors delete Cap Should have a Rubber Grommet type sealer inside , Similar to and Aftermarket Gas Cap !!

Not Certain , I know that my Motion Pro Twist Throttle Carb cap does !
