Wires Hanging from under Gas Tank

I have an early 2000 Blaster that I have not started in a long time. I'm talking years. The last time I parked it was running. tires blew so I stopped riding it. Today I put in a new air filter as well as a new spark plug its a kick start but its not kicking over. While looking the engine over I see these three wires hanging. I cant for sure say they were not that way when I last parked it. Its been in my garage the entire time. just sitting there. anyone have any ideas.
 
Did you replace fuel in tank, drain old fuel out of carburator and put 2 stroke oil in the tank under the rear fender/seat area.

The wire could be. Spark plug lead, TORS or wires to the coil.

I did put the 2 stroke oil in. As for the wires that what I was thinking. Might have to remove my gas talk to get a better look at those wires. not looking forward to that. Thank you all
 
Yes replaced the fuel with new fuel in tank.. I will drain the old fuel from carburetor.
