i would imagine so. ive never used uni but the inner helps with filtering the finer particles so, yes, you want the oil to catch the fine particles as well
I use foam filters not in an air box but direct to the carb mouth and I oil both inner and outer. The outer catches the coarse particles and will let finer particles through which the fine filter will catch. A dry filter will allow fine dust particles through.
If I run in extreme muddy or dusty conditions I carry an extra outer filter ready oiled in a plastic bag so I can do a quick change without having to change the main filter.
