I took the bowl off and turned the gas on and it gushed out so I don't think that's the problem.
/\ that, allowed the floats to drop down fully and the needle to open completely, which is not the situation while the bowl is on and semi/full of fuel.
but may have flushed any dirt out of the needle/seat ?
has anything changed when reassembled ?
does fuel dribble out of the overflow when just sitting ?
has the float height been checked/set ?

cracked float ?
pull the floats out, shake them near your ear to listen for fuel inside the floats, they can crack and partially fill with fuel. possibly causing your symptoms ?
you can also submerge them in fuel to see if bubbles escape as fuel enters them.
new floats will be needed if cracked.
might as well do a full carb cleaning while you're in there......

what is your airscrew setting ?

check the reeds while you have the carb off, all 4 petals should be intact and closing completely
