Was going to rejet my carb and I noticed a blue liquid on the bowl of my carb. I think it’s the 2 cycle oil but don’t know if the carb gasket is bad. If anyone has a oem carb let me know.

no new carb needed, everything is repairable.

the gasket is below where the oil is laying, I'd suspect the fuel line connection ? cut and shorten it a 1/2" if possible, or replace with new.
replace the gasket if you suspect it, available individually or in any of the rebuild kits online or ebay

other causes of leaking carbs .....

check/set the float height: https://www.blasterforum.com/threads/float-heights-and-how-to-adjust-them.50565/

clean the float needle/seat: https://www.blasterforum.com/threads/easy-and-almost-free-way-to-stop-leaky-carbs.33335/

Also I noticed that there a small residue of 2 cycle oil where the carb Mets the airbox boot? Is that normal

Not unless the boot isn't sealing to the carb tightly,
and if that's the case a little oil is the least of your problems, you'll have a major airleak and fry a piston
check it out and see if it's sealing to the carb good and for cracks in the intake boot

Edit: I see you said airbox boot, not intake boot, the only reason I can think you would have compression blow back to force fuel/oil back thru the carb would be from bad or broken reeds, or the flywheel woodruff key is sheared, allowing the flywheel to rotate out of time and the engine to backfire

check all of the above

I took off my reeds and one of the reeds was chipped at the bottom but I saw some black stuff in the intake. I have a picture on a new thread I just made. Do you know what that can be?
