My cluch cable is rusty and I can see the metal inside the cable is this why my bike isn't shifting right ?

it could be, it could also be that your cable is loose, and is not engaging all the way.
Lubricate the cable with light machine oil.
If you need to free it up first, a little WD40, but chase it out with machine oil.
