brake block off

Could someone tell me what the parking brake block off is?! call me stupid! i see all these billet ones on ebay and wondering were do they go? what do they do?

Its to eliminate the parking brake, the plate just covers the master cylinder on the rear caliper setup. It also cleans up the bar area, so you can get aftermarket clutch lever and bars . A real clean look.
