Blaster running weird

I have a 2004 blaster that I just rebuilt the top end and it starts up and runs but I have to flutter the gas but it doesn't run right, cleaned the carb twice and still hasn't changed I changed the flywheel key but that didn't make any difference my reeds look good, fresh mix it's getting gas and good spark so what's seems to be wrong?

Did you do the heat cycles? Leak test? What is your Mix?
Also list other mods like has it got aftermarket exhaust, Air-box lid on or off.

Did heat cycles/leak test Mix is 32/1 It has a fmf power core 2 and the air box lid is off

Okay, what jets in it ? Is float level set ? Number of turns on air screw?

Flutter the gas is a new one for me. Can you describe it a little better/different? Is it not idling ? Is it bogging when you try to give it more throttle , can't just stab the throttle and go?
