how tight should i tighten my blaster axle nuts?

the big ones next to the carrier?

the manual says use locktite, tighten the nut closest to the carrier to 40ft/lbs, then while holding that one, tighten the outer one to 140 ft/lbs, then loosen the inner nut while holding the outer nut, the torque spec there is 170 ft/lbs
