is it normal for the flange to be a seperate part? I have contacted the seller and he is supplying the flange and springs, i don't understand how it will fit though?

Ive picked up a pipe from the states, its been shipped and looks sweet, its far too cold outside to fit it at the moment but Ive had a look etc. It looks like it will fit but I think i may have a problem, there is no flange? I mean, no way to bolt the pipe to the cylinder? are there parts...
