I put new pads on my rear caliper and put it all back together and the tires will spin but the pads are grabbing a little bit. is there any way to ajust them so they wont be grabbing without me hitting the brakes?

This is my first thing i powder coated is m heal guards, and im using harbor freight powder and i baked it at 40 for 15 minutes. and its bubbling up as you can see in the picture what is causing this or what am i doing wrong? anyone have any ideas?

I have an 03 blaster which i believe that is supposed to have disk. but it has drum. the drums dont work the part were the cable connects to the drum is broke what should i do? i would perfer disk but i dont want to spend much money.
