oil drain hole problems

I have to rethread my oil drain hole and use a pipe plug bolt to seal it. I notice there is a port in the drain bolt hole threads that leads to the clutch and I was wondering if this hole should be open or blocked by the bolt? thanks

Im not sure what you are trying to get at. Pictures would help a lot.

I`ll probably take pics tomorrow but there is a port in the threads where the oil drain bolt goes.
