Does anyone know if it is legal for me to ride my quad during state of emergency?

I am looking to replace top end and gaskets In a blaster I just purchased... It was running and riding great for about 2 days... Previous owner told me he had just done top end. I'm not sure if it needs top end kit or just gasket.. Not sure if it was his sh*tty work??? Won't kick start but will...

I have royal purple 10-30 leaking down dripping under my motor.... And I haven't been able to get the bike to start since the last time I rode it a few hours before hand it was running and shifting fine before..... It was all over front suspension and also under motor what's going on?

I am new to the quad game here and purchased a 2002 yamaha blaster.... It is bored 0.20 over with a pipe and aftermarket piston and ring kit... The bike is a tad small for me I was wondering what I can do to widen the wheel base As far as front and rear axels and such. Thanks in advance
