Stock rims are 21x10x8 . I replaced the 8 inch hubs with 9 inch hubs . Now I have 20x10x9 tires on . Do I need to change the front sprocket up a tooth or down a tooth ? I mainly trail ride .

neither, let it alone @ the stock 13 tooth
 
Somewhere there's a gearing calculated that would tell you how much you would need to change to keep the same effective ratio.
Don't think you'll notice the difference , unless you were already doing a lot of 6th gear WFO riding.

Thing is that if it has much use at all on a sprocket/chain set, you really should really replace as a set.
