Can you adjust the handlebars?

Just got a Blaster a few months ago, the handlebars seem to be out just a little far, is there a way to bring them in? I see the 2 allen screws on top, but that did not seems to do anything. Not sure if those are just for the black cover or.....

If you take the black cover off, there's four bolts under it that will loosen the bars.

I thought that may be right, I just didnt want to start taking it apart and not even be able to adjust. Thanks for the info, I should be riding more comfortable today.....

Another handlebar adjustment you can do is to put an extra set of handlebar clamps under the existing bar clamps (half a clamp for each side) to raise your bars up to a more comfortable position.
