bad reeds keep from starting??

I just picked up a 2003 blaster. It has been sitting for a few years the guy said it ran fine when it sat they just had brake problems and never fixed it. Well I'm rebuilding it now put a new carb on it and twist throttle.. it won't start but I really don't know exactly what I need to go over besides check for spark, fuel, and compression. Which it's getting everything I deleted the tors on it.... just need some helpful tips on what all needs to be done cuz it won't do anything... it is free moving and goes thru all the gears. I also replaced all fluid and fluids for the brakes but those won't work either... any help or tips would be great
