Are these handle bar risers?

Still learning my way around this new Blaster. The previous owner apparently did a bunch of mods and I'm still discovering most of them.

Does this look like a set of handle bar risers (spacer)? Should I leave them in there? This is my first Blaster so I don't have anything to base what one is "supposed" to ride like.

You can pop that black cover off easily (pull) and have a better look

And bar height is 100% a preference thing. I raised my bars on one blaster 3 inches. another i had a +2 inch stem
