TORS idle screw and replacement carbs

If anyone can help it’s greatly appreciated, just got my engine back from a full rebuild by VPE racing in PA. I have a stock 26mm carb with the TORS disconnected but that big mechanism on top of the carb is still there. Now do I adjust idle with the flat head screw on top? Or would it just be easier to drill and tap a idle screw in. Thank you guys

Get rid of it and get a new cap and cable, then drill and tap a idle screw into the carb. It's easy to do.
