Ever since I was a kid, I would always ride my four wheeler when the roads snowed over and I never had an issue with the police (even though I would pass them from time to time) and I always wondered why. So here is my best guess as to why.

In the Utah law code 41-22-10.3. "Operation of vehicles on highways -- Limits." it says:

"A person may not operate an off-highway vehicle upon any street or highway, not designated as open to off-highway vehicle use, except: [...] (3) when an emergency exists, during any period of time and at those locations when the operation of conventional motor vehicles is impractical or when the operation is directed by a peace officer or other public authority"

Pretty sure that little "or" in there makes it so that it does not have to be an emergency...

Read for yourself here

1. You may not be being an idiot.
2. May be too cold to bother.
3. May not catch you.
4. Might be right in interpretation of law.

BTW, be sure to rejet for cold. Be aware of cold seizing a fully warmed engine.
