Engine possibly flooding

Hello,new to the forum and new to working on blasters.
Removed carb for cleaning,did a tors delete,drilled and tapped idle screw,new cable, carb top ECT... reassembled everything and now will only start if I hold it wide open.
Once started,idles and runs fine,but seems to smoke alot now.....
Does improper float height cause engine flooding?
My carb is NOT leaking fuel.
Reed's inspected,no cracks,they are sealing tight
Any ideas?

Float is critical! You only have a range of 1.5mm or .060inches, which isn’t much
