    If it's an aftermarket stator back plate and is adjustable then the plate will need to be turned counterclockwise to pull back timing. The middle of the adjustable screw slot is usually the place to start but these aftermarket stators are not all the same so test and adjust.

    Judging by the presence of RVT for a base gasket I would say that the entire motor is suspect at this point. God only knows what stupidity lurks within.

    Did this bike have comp before the fire?? The fire was probably caused by the lack of comp. The previous owner was maybe trying to start it and because of its underlining issue backfired through the carb and caused the fire? How did this turn out? Did you diag your issue?
