Block off the pump and be sure to block off the nipple on the carb. That washer is supposed to be bent over to keep the nut from backing off....
The pilot will be fine, the main jet may need to be changed. plug chopping is the only way to be sure.
Maybe an air leak/ low compression from your clutch coming apart and breaking your case.

If the previous owner did not block off the nipple on the carb you might want to look into how they blocked off the pump.

Don't start it with starting fluid it has no lubrication for the engine.
I would give the carb a good cleaning and check the float height.
Backfire may have caused on of your reed petals to break off. pull the carb and have a look in there.
