So I have a 1998 blaster that was and it has the TORS delete with a PWK Keinin carburetor, I mixed the gas 32:1 with yamalube and 94 gas, and it's just running rich at low end and will not idle. Any suggestions? My friend said that I should try mixing the gas 40:1 or 50:1 but I don't want to grenade the engine.

Obviously your “friend” doesn’t understand fuel ratios. Less oil is actually more gas. Not to mention the fact that the engine is designed for this range of oil mix. It’s also recommended that if you are running hard to INCREASE the oil (lower first number)

Now on to tuning. Is it only won’t idle? Does it run good at 1/8 throttle? 1/4, 1/2?
You need to include ALL modifications that you know of . From air filter to exhaust, carb size, all jetting, needle setting, turns on air screw.

I will have to find the size of the carburetor and jets later, but I know the quad has an fmf pipe and muffler, an aluminum air box with a uni air filter and when I got the quad the air screw was a 4 and a quarter turns out and it was still running rich and fouling the plug, so I turned the screw in a turn and a quarter and it's even worse, crazy bottom end take off, but it only ever runs good at full throttle wide open

Only go one size down. If you can’t get down to the 2 - 2 1/2 turns out, only then go another size down. Do NOT just jump two sizes to start with. It is always better to be rich than lean. Lean can / will cause damage !
