Clutch issues

I recently rebuilt my 1989 Blaster and when I was going to reassemble/ adjust the clutch i have run into an issue. I have adjusted the clutch like the manual says and lined the arm up to the mark on the case, if I push the bike without the clutch it wont roll, and than I use the clutch and it rolls, but once I let go of the clutch I can still roll the bike. I found that the arm doesnt freely move all the way back to were it should be ( matching the mark on the case) if I tap it back Into place it once again works as it should and it wont roll. What could be causing this binding?

Did it do this before Repair? Does cable work freely when unhooked from clutch arm?
How does it act with engine running?worst case pull it apart and inspect ball,rod, and clutch arm for burrs

It worked before the rebuild, the cable moves freely when unattached, I lost and replaced the longer of the two push rods, have not tried to use it while running would that make a difference? I didn't notice any burrs when I installed the ball and rods
 
I don't know if it would make a difference. And neither will you if you don't try. It's all part of diagnosis. A simple lack of oil? You did just have it apart, things may be dry.

Might be time to pull the clutch arm. Have to check repair manual, might have to pull rod and ball out first.
