Fix it or replace cylinder

My son just bought a 2002 blaster as a project. He was told that the pistons and rings were recently replaced. The headlight, kill switch, rear brake, and kick starter didn’t work. We fixed the kick starter and I should be good with the others parts. One thing that bothers me is that it seems underpowered and it revs pretty high easily. That sounded like an air leak so I looked around and found that a previous owner had disconnected the oil pump but didn’t put a cap on the oil intake on the carb. I put a cap on the oil port and it runs a little better but not great. What is the next move? Replace the cylinder/piston/rings or run a leak test? The rubber boots into the carb look like they are held on with lousy radiator clamps so that might be a start. What do you guys think? Thanks
 
If the previous owner did not block off the nipple on the carb you might want to look into how they blocked off the pump.
I ended up doing a traditional oil pump delete, and the piston and cylinder were cruddy enough that I decided to replace them both. As I tore it all apart I found misplaced gaskets and missing gaskets galore. It’s become a rebuild. One hurdle I have hit is that the crank seems to be locked—I can’t budge the piston at all, even with the cylinder off.

Hopefully you haven't already purchased a cheap eBay kit. Get the stock cylinder bored.
