Ok so my blaster wouldn't start had no spark..put a new cdi box on it, now has spark but still nothing. The only way I can get it to somewhat start is spray a little starting fluid in it and fires but won't run. Its getting fuel I took the bowl off after and it was full. Any suggestions?

Don't start it with starting fluid it has no lubrication for the engine.
I would give the carb a good cleaning and check the float height.

If you ever took an engine apart you'd be amazed at the amount of residual oil in an engine.
If it fires but doesn't continue to run you have a fuel problem. Clean the carb, make sure air blows through all passages.
It could also be reeds or sheared flywheel key.
Something is whacky though. Hard to believe that it suddenly developed two separate problems. CDI fixing spark, but still doesn't run. Have you changed the plug ?

Is tors still hooked up?

It sat through the winter and hasn't ran yet this year. Carb is a mikuni cdi may be a knockoff. Tors has been removed already and no mods just a Paul Turner exhaust
Do you have good fuel flow from the tank ?
Did you check/set float level? Don't matter that it's new.
Did you check the Jets or put the old Jets from old into new ?
Pipe IS a mod. It should have been jetted for it.
