has it ever been wrecked hard ?????? that could cause bent tie~rods, steering stem or frame
it has to be one of the things you mentioned, recheck them all, starting with tires, tie~rods bent ? and chain adjusters on the rear axle carirer are both the same, could also possibly a front
brake hanging up, or a bad bearing in a front wheel causing drag, or an axle bearing, get the bike on a stand, all 4 wheels off the ground, in nuetral, and spin them checking for freeness
and listening for grinding of bearings, front and back
you can also measure from the main swingarm bolt that goes thru the swinger and motor, back to the center of the axle on both sides to see if it's adjusted wrong with the chain adusters -
