New blaster, old Carb question

Hey guys, I'm new here & haven't owned a 2 stroke in 16 years until 3 weeks ago. I bought my son a 1998 blaster 200 with a 66.50 Wiseco piston, FMF gold series fatty pipe & power core 2 silencer, UNI air filter & apparently someone has drilled the airbox & put what looks to be 8 aftermarket vents in the lid. I rebuilt the carb yesterday & it had a 240 main jet. I raised it to a 250 & a stock 32.5 pilot. We live in Florida so it's sea level everywhere. My question is that it seems to hang up when hitting the throttle sometimes for 20-30 seconds sometimes not at all. Tapping the throttle again does nothing so I don't think it's the slider hanging up. I'm told that may indicate a lean condition. I adjusted the pilot screw to 1.25 turns out & its running sweet otherwise. Today I saw a little oil residue on the pipe outlet, indicating a rich mixture. I also read on this forum that you should never have to go bigger on the pilot jet. Any advise on this would be appreciated.
