Let clutch out... bike does not move forward

Came across a used Blaster I might buy if I can get the price low enough. Let the clutch out with engine running and bike does not move forward. Verified clutch cable is not adjusted too tight. Current owner purchase not running and did the top end.

What are the possibilities causing this?
