if you're adjusting the air/fuel jet with no change at all, you most likely have a blocked passage. i'd tear the carb down completely (remove the jets, float, ect), spray pb blaster or carb cleaner in the passages and blow through them with an air compressor.

if i turn my idle screw and it does nothing, should i be concered lol? or is the 1 and 1/2 turns out for air/fuel?

LOL, sorry, should have been more specific, it is for the Idle air screw on the side of the carb. Better? :-D
