    Rings are going. Just sucked in the nasty water and the dirt in it tore the rings up. Hone it and throw some rings in it and valve seals come with the gasket kit. You'll love it!

    Yes you will need to play with the jetting a bit. Pop that air filter lid while your at it and investigate into the style of choke it uses. My bet is a plate style choke that restricts air flow even while completely open. You can remove that for more flow if you'd like.
