Needle float adjustment

Carb keeps flooding, floats are at 21.mm needle is on 3rd clip.so switch needle,or floats??

Ok I just rebuilt an 01 blaster frame up.. crank,bearrings seal, vforce4 reeds,full fmf pipe,k&n air filter, tors delete,oil block off, carb and jets. Problem is carb keeps flooding out. Floats are at 21.mm, needle is on 3 rd clip,as per jetting instructions from fmf.so questions is, adjust floats again or go back to 2nd clip on needle??
 
Needle or clip position control jetting from 1/4 - 3/4 throttle
only the float height and float valve control fuel level in bowl

check floats themselves for cracks by shaking and listening for fuel inside, or hold under water and watch for bubbles

you can try setting the floats to 20 - 20.5, or this link below to clean/polish the seat, if neither work replace the float valve and seat

If link Awk posted doesn't work either the needle tip is worn or the O-ring on the outside of the seat is bad.
Spoiler alert : Yamaha is way proud of that little assembly ($20) and I wouldn't waste time or $$$ on Ebay/Amazon junk.
Might try CPW, Sudco, Jets are Us
 
Everything in carb is new, needle, jets, clips seats, o rings everything, but if I bring the needle clip 1 spot, carb floods out. If I drop needle clip 1 spot it falls on it's face in power band..it has gd rpm in netural..

Float set @20.5mm needle is back on 3rd clip, runs for 30 secs and plaug is soaked. Not dumping fuel from over flows on carb.. suggestions??
 
check reeds.......cracked, hanging open ?
 
Idle adjusting.
Set float level, make sure that all jets are clean and fuel flows freely from the float bowl drain
when the screw is cracked open.
Start with air screw 1.5 turns out.
Set idle screw so that it has some sort of idle. With TORS it is the big screw under seat on top of
unit. With no TORS is is the brass screw midway down carb body.
Warm up motor and then set idle screw for a faster idle, 2000rpm+
Adjust air screw either way to get the fastest idle.
Adjust air screw a little at a time leaving 10 secs or until the motor responds.
Re adjust idle screw for desired idle .
if the air screw ends up being more than 2 1/2 turns out the pi;]lot is too big.
if the air screw is less than 1/2 a turn out the pilot is too small
