I have a 2004 blaster and my clutch actuator wont come out yes i have my ball and two rods out but the arm that attaches to clutch cable will not move at all forward or out ? I need help bad

Tba arm is not coming out or moving i have the spricng unhooked from around it and tried pulling it up and wont budge even with vice grip on it
