Carb rebuild question

Hello members, ok, so after looking at partzilla.com exploded view of the carb parts diagram, I noticed my carb is missing #16 they list as a "ring" it's the plastic piece that fits around the main jet and pushes into the pilot jet tube, my question is, do I need to order this piece (?) is it important and must be in place (?) does it have an important role in order for carb to perform correctly ? Thank you
 
Off the top of my head. yeas you need it and should order it. There was a post about this part in the last couple of months that told a person what it did and was needed. I cannot find that post but another person may find it.
 
Well, after messing with the carb and trying different things and doing all this TORS unplugging and cleaning all the connections and cleaning the grounds and whatever else, I have came to the conclusion a complete rebuild of the motor and complete carb rebuild is in my future for this Blaster, the PO has let this poor Blaster sit so long that even the rear caliper and front brakes are froze up, in other words this Blaster is going to be a winter project !!!!

*UPDATE* Its Alive !!! I finally got it to run !!! And it runs like a champ, all is good today, no engine rebuild !! Now that it's running, I'm going to order the parts need to remove the TORS system, the block off for the oil pump, rear caliper is froze up so I'll have to locate a working one and a bunch of other stuff to spruce this Blaster up. All you members have a great week end, me and fam are headed to our schools homecoming game , GO OVID- ELSIE
