still not starting

OK so I took my cylinder to the shop and they said it was okay so they honed it I put everything back together I did a compression and after for kicks I'm only getting 90 psi I put a Lil oil in the cylinder and now I can get 110psi and still not starting and I have spark and gas where should I start
 
Other than a leaking head gasket, the non sealing of the rings within the bore can produce low compression.

The introduction of oil to raise the compression leads me to believe that the gap is too large or the rings are worn, or there is excessive wear in the ring lands!
 
Material can be taken from the ring ends to make the gap larger.

If you have low compression you may need to inspect the ring lands for wear and check that the ring gap is not excessive!
 
how reputable is this shop you took it to ?
did they actually measure the piston versus the bore size ?
do they know the clearence that piston calls for ?
why did they hone it ?
 
Just honing and supplying a new piston does not gel to me.

As Awk says did they actually measure check wether the bore was suitable to fit a forged piston.
 
^^ along with all mentioned above. Did you torque everything down correctly, cylinder, head, along with the spark plug? What compression tester are you using ?
