Help with swingarm seals!

Im putting in new swingarms bearings and seals, I cannot for the life of me figure out how to get the seals inside the outer cups. I cannot get them to go in there with the washers in. They wont fit in between the washer and the cup like they supposed to. Is there a trick to getting them in there???
 
Nope I mean on the cupes that go on the swingarm on the axle on each side. Theres a rubber seal that goes over the swingarm and in the cup on each side. I cant get them into the cups because they wont fit over the washer in there

If I understand you right, you have things in the wrong order. Lay the cup on the bench like a cereal bowl. Drop in the washer. Place the rubber seal 1/2 way into the cup. Now push that assembly onto the swingarm. Make sure the rubber seal pushes all the way into the cup as it goes onto the swingarm. The chain guide side is a bit tricky because you're working blind. Make sure you grease everything well.
 
Thanks guys but I got all that already done. The seal wont go into the washer no matter how hard you push on it

The seal doesn't go "into the washer". The washer gleefully sits in the bottom of the cup and the seal doesn't even know it's there.
