Rear brake troubles

Hello from SW Washington! Ok so this blaster has been sitting forever and I tore the top end down, cleaned carb and tank, new fuel lines, chain etc etc.... So I went out on the first ride and the rear brake locked up on me. So I took the caliper apart.....what in the heck kind of system is this?? The cable was froze up so I cut it off with dikes and just left the caliper off for now. So my question is what can I do to eliminate this mess, such as the extra cable going to the front brake lever, and make them work right? I'm assuming I'm not the first guy that's ran into this. Thanks!
 
This works for a while, but they will still need constant attention and manual adjusting. The white plastic disc in there is supposed to be a "self adjuster" but pulling the cover off to adjust it will become your new hobby :)............

Not sure what will work for a while? I took the caliper off, so I have no rear brake at the moment. I will need anew cable, I cut it off since it was froze. I want to eliminate the cable going up to the front brake lever.
