Are these parts interchangeable?

Herp your one hell of a helper man you inspired me to get my hands dirty I started pulling out the carb tonight. I worked 16 hrs today at work but still came home and worked on the quad a bit. So those 2 parts will bolt right up? On top of the carb I could not get this piece loose idk what it is

If you are trying to get the thing off the top of the carb. Unhook the little black hose on the other side, then pull the whole carb out by the bottom, tipping it a little as you pull it out

Once its out, get a good grip and take off the top.

The big brick is the TORs (throttle override system) that everyone removes.

And yes thats the airfilter..... You need a new one
i suggest this Air Filter 1988 2006 Yamaha Blaster 200 YFS200 YFS 200 More Air Flow | eBay
Havent tried the brand, but its the same as k&n so i think its fine, otherwise get uni or k&n it you are uneasy about it

The two hoses that go to nothing are vents. Quite common to have some oil on and around carb after a period of time. It's from the fuel splashing/evaporating out of carb. Unless the filter is damaged, clean it, oil it, run it.

IMO, I'd be leary of K&N knockoffs
